There are a number of scammers that are fucking vets out of money, and dragging the vets down with them.

Absolutely, and nobody but the VA can establish your rating. I've seen the "We'll rate you and it will be accepted by the VA" scam.

There are quite a few of these scams gaining ground in the social media realm. Doesn’t help that in the recent DoD funding bill there was a provision to force VA to accept the shit. Clearly that author didn’t read the OIG report saying that 100% of exams review were fraud.
