Question about buying used Cobb with EQT maps

Hey guys,

I'm looking to buy a Cobb AP that has stage 1 ECU and TCU EQT maps on it, which is very desirable and exactly what i'm looking for. Are these maps attached the the AP and can be re-used? Or is there any way to transfer these maps to a new vehicle? Some say they are VIN locked others say they aren't

The original owner of the Cobb has these ECU and TCU ID:
ECU ID: 5G0906259L
TCU ID: 0D9300020N

while mine is:
ECU ID: 5G0906259D
TCU ID: 0D9300020J

Yes for the ECU, no for the TCU. Both of the ECU box codes are within the Cobb Consolidated ROM for GTIs:

There is no such consolidated tunes for the TCU stuff--needs to be an exact match to work.
