Been looking for one for months and finally picked up a like-new TCR one yesterday for cheap, otherwise would have snatched this up real fast. It would also help to post if it's from a DSG or Manual car because I guess it matters. GLWS!

They normally do not. It's called the steering wheel 'core'. Some companies will ask you to send just the core to have your wheel redone or re-wrapped, and they just want the barebones. The silver trim, airbag and buttons are different components.
