Auto leveling headlights - how do they work?

Sometimes my headlights do not come up. They just stay at the level where they "dip" when the lights are turned on. It only happens once in a while, and is corrected when I restart the car.

The ROW settings raises the beam by about 1 degree above a certain speed.

And when in Sport mode (regardless of region setting), the swiveling is much faster and more responsive.

Can the ROW coding be done with OBDeleven, or does it require VCDS?

Alternately, is their a way to raise lp lights on obd11 or vcds without screwing them?
