Help with taillight coding

I want to code my taillights to function like this:

So that both inner and outer lights function as signals normally, but under braking you have the distinction between the brake (inner full on) and the signal (outer alternating between either full brightness and off, or full brightness and running brightness. This way if you can only see that corner of my car, you can tell I'm both braking and signaling.

I feel like what I should do is enable the inners as brake lights and as signals, but skip the "overpowering" and "completely goes out between blinks" as directed in this chart:

Any insight if this will give the desired effect?

well i finally got around to doing this and it works as i had hoped. if you just enable C as bremslicht and D as turn signal for both inners, it will work as shown in my drawing. just for future reference.
