Actuator voltage

Hi lads just checked my actuator voltage as I’m getting code code P004500 and it’s showing voltage as 1.6… everywhere I read seems to have a reading of 3.6 is my actuator shot? TIA

Thanks for that I put it into a garage as the water pump had gone… they checked the actuator… day after they done the water pump it’s throwing up codes P023600 P010600 and P060600 does this sound like a wiring issue? Having a nightmare
