How can you tell if you have one of these newer ECU's?
Is there a quick way by glancing at the part# on the ECU?

Get another dealer. That's crap. My dealer did everything for free, I just paid the one time Apr price

Yeah I was thinking that would be the case.

But, doesn't that mean that they have to break the encryption all over again?

That is going to take a while unfortunately.

Dealer will plug in and try to flash the ECU. If it doesn't work, then you have one of the new ones.

So I'm just reading this now... I have a June 2015 build date GTI. I was planning on going to get a apr stage 1 tune next week. I'm assuming I have a new ecu so this means I can't get it until APR figures out a new method of flashing?
