Not for the 2017 model they don't. It's specified solely in years.

Is that a 2017 manual?

If so, I find it interesting that it's different than my 2017 manual.

Not the plug replacement schedule; rather, that your 40K mile service is on a different page than mine.

40K service for my GTI

Yes that’s the manual from my 2017 SE. VW is known to published conflicting info in their owner’s manual. For ex... when I had my 2012 mk6 golf tdi. On some of 2012 owner’s manual, the oil capacity is listed as 5.5 qts and in some of the manual it’s listed as 4.5 qts.
