Rock chips on rear arch bubbling

Has anyone seen this? 2.5 year old 27000 miles. Would you consider this normal if car rarely driven on gravel roads? I haven't found such damage reported in anywhere. There is not 1 but 2 such bubbling places with tiny stone chips.

And yours are bubbling 0.5 cm away?
Because moisture has got gotten through the top layers this arch has to be repainted (on 2.5 year old car!). Is it really normal?

Stone chip itself is so small that it will be unnoticed until there are already visible rust bubbles.
Has anyone seen something similar and do you think it's 100% my fault? I suspect that thin paint could be main culprit and if that is true, then VW could pay for the repair (2.5 year old car). Service center/dealer was very unprofessional - they didn't even photograph my issues and told me that stonechips are not their problems.
