I inherited this turbo from a friend that went big turbo - only 7k miles on it. It didn't have an actuator, so I just purchased a new Mambatek IS38 Actuator. You just need to swap over the rest of your hardware.
I think this is the newest revision since it came off of a 2018 Golf R.
The masking tape on the turbo is just to hold a gasket in place
