Daytime Running Lights (DRL) not working

It should not have anything to do with the ballasts.

Have you checked if you have voltage on pin 8 of connector going to headlight? If you have voltage at pin 8, then the body control module (BCM) is doing what it needs to and you have bad headlights or "position LED module". If no voltage then it could be coding issue (if coding, I would not think you would get failure indication) or something else.

Holy crap dude, what a write up. The schematics really help. Thanks for your advice I will make sure to check this first.

Maybe if you have vagcom try to see if they're set to 0?
