Ordered but no comm # ?

5 days after I gave them a deposit, my dealer said:
"...your GTI has been ordered. We will not have a commission number for a while. We’ll let you know once they assign it one."
My understanding from reading the posts here is that the comm# is issued immediately after the order is placed. Is that not correct? Any idea what is going on here?

I waited almost a month until I got an order number. I think the dealership need to sell X number of cars before they get a slot in the queue at the factory. Once they put the order to the factory they get the number.

Might be different here in the UK but I got my order number 30 mins after getting home from the dealership. It wasn't recognized on the VW website tracker for a couple of days however!
