Putting bumper cover back on – what am I doing wrong?

Took my bumper cover off to repair some damage – but having trouble figuring out how to get the lower valance to fit with the wheel wells. As I'm seeing it, the "posts" called out in red circles on the lower valance are actually pushing it away from the wheel well part. Are these two components supposed to slot together somehow?

Is the bumper/valance supposed to slot above the wheel wheel cover somehow?

Is it possible to get everything in the correct position without having to take the bumper off again? Worried that removing the tabs and slots might cause more paint damage to the cover.

That happend to me when I Reinstalled my bumper, With some force I was able to get it back in place without taking the bumper off, tho there is a chance it could break.
