Wrong.

Brake fluid is defined as a time-dependent matter. First change at 3 years, then every 2 years thereafter independent of mileage.

Same with clutch fluid.

Also time based and not mileage dependent: spark plugs, every 4 years.

These are the VW specifications.

Clutch and brake fluid are the same, they share a reservoir

Spark plugs are 4 years or 60K miles. My last set I got 7 years and 75K miles out of. Granted they were worn out to the point of a slightly erratic idle, lower throttle response and about 2 mpg less.

I am not advocating waiting that long, but VW specs it either years or miles.

Not for the 2017 model they don't. It's specified solely in years.

Is that a 2017 manual?

If so, I find it interesting that it's different than my 2017 manual.

Not the plug replacement schedule; rather, that your 40K mile service is on a different page than mine.

Yes that’s the manual from my 2017 SE. VW is known to published conflicting info in their owner’s manual. For ex... when I had my 2012 mk6 golf tdi. On some of 2012 owner’s manual, the oil capacity is listed as 5.5 qts and in some of the manual it’s listed as 4.5 qts.
