The shock has to fully compress to come close to...

The shock has to fully compress to come close to the adjuster, and with the shock mount installed/on the car...that can't happen & would prevent that from happening.
So even with the shortest...

They come down the (freeway) entry ramp & then get off at the next exit.

Piggybacking what Niol8r just said....if it's a OEM length strut, yes you'll need to use the 2x4 to lift/compress it to get it back in.

If it was a (shorter) coilover setup, then no you wouldn't...

An easy test would be cut the OEM zip ties off the dust boot and pull it down to reveal the bump stop & see how much clearance/travel you have. Then, if you want to test further, have someone else...

BUT you spent $1400 (or whatever) on the coilovers....spend the extra $50-60 and get the new bearings too so you can put the issue to bed.

The wheel is BARELY sticking out...say 5mm or so
