Wastegate Turbo leak?

Not a boost leak or it wouldn't hit target at 5300. I'd say it's a combo of a faulty turbo and elevation. It shouldn't take 85% gate to make 26 psi, even way up there.
I forgot an important point. I'm at 4500 Feet elevation.

There's the answer. The turbo seems a little lazy too so just make sure you can reach in the actuator arm and move it freely by hand with no obstruction

Its move ok. I used the open/close option in the vcds to see wastegate movement. My only though is the waste gate is opening too much early?

The only way its possible is if you had a really inefficient turbo design or if it had a leak at the turbo like where the turbine to compressor housing meet or something similar to that. If you're confident you have no other leaks there than I'd suspect the other options I just mentioned. Something also possible is of you're running a different pcv plate, the N80 valve or purge valve could be seeing positive pressure instead of a vacuum and cause a boost leak. I think that might be happening to my setup currently
