IIRC from the Aussie guy that used to post in here about tracking his, it comes set to standard.
Most people with VAQ have come to the conclusion that weak helps until the VAQ is able to react, though one Canadian dude swears by XDS strong being faster on track.
In my own testing, weak is the right way to go if you have VAQ, off if you're tracking a non-pp, simply due to the heat generated.
