You do or you don't have 12V at the fuse? I had an issue where my heated seats stopped working after three years... my connection at the fuse was weak, there was 12V at the fuse but it dropped to 11V across the connection to the wire. If the BCM gets <12V, it will not switch on the seats. It has to be a full 12V. I fixed the fuse connection and they worked again.

Do a diagnostic scan, it will be a fault in module 09 Central Electrics. I don't remember the exact code or text description but it did say something about intermittent voltage.
