When I refresh a webpage, when does it actually hit the site's server and react? If I want to be among the first in line to buy scarce concert tickets at the offers' opening, do I refresh the page a little before the opening time? If so, by about how much? Right now, when it's not open yet, it takes about 3 seconds to return the refreshed page. My download/upload speeds are about 85 and 7 Mbps. The speed test utility I'm using doesn't report latency.
