Installed new gti headlight on my 2016 tsi golf.
And I am using LED lamps, am facing an issue with that the cutoff goes up in distance. Video:

these are retrofitted headlights, the only height adjustment I made was in a professional workshop (he did it manually using the screws on the headlights) after that the height was good only for close objects (as you saw in the video).

Are they "E-code" ? Most headlights I've ever gotten from Europe for my cars in USA were like that. It's by design.

In the US the passenger side (right side) goes up like that so you can see signs/pedestrians.

Define what you mean by "up." Are you talking about the horizontal "step up", as described by the other posters in this thread? Or the fact that the headlights are aimed poorly and the right headlight is much higher than the left one? If the latter, then simple use the headlight housing adjustment to lower the right headlight.

Actually, they both seem to be aimed a bit high. Measure the height from the ground to the center of the projector, and mark this on a wall with a horizontal tape, using a line level as aid. Park 20 ft or so from the wall and aim your headlights against this, making sure both of the top steps of each headlight beam align with the tape.

As you can see in the video, I only face an issue with the height when there is objects that are too far.
In the video you can also see that when I got closer to the wall the height was good. (Also when I aligned them in a dealership he did that in a close distance), seems like in long distance the light just shatters everywhere creating a glare.

This is because of trigonometry.

The headlights are aimed too high. Lower them, and do so from a longer distance.
