Yeah, or someone from workforce would fine employer for not paying him at least minimum wage.

Workforce "he's an employee"
Employer "more like an honorary employee"
Workforce "I don't see him on your payroll records.
Employer "Ummmm....he's a dog"
Workforce "he's got a badge doesn't he"
Employer "it's kind of a joke"
Workforce "does not compute. He's here all day and he has a work badge. So he's an employee. Here's a fine for paying less than minimum wage"

I deliver pharmacy to nursing homes and a lot of them have dogs that roam freely around the facility.
