I've been under the impression that an IS38+ uses IHI IS38 sized wheels with different bearings, like the HPA, Shuenk, and JD Eurosport products.So basically another IS38+ option, with increased reliability and a bit more power.
It's similar to going from an IS20 to an IS38. It's a good upgrade and what really makes this shine in my opinion is the transient response. Tuned and drove lots of big turbos that frankly have a lot of lag. A quick spooling turbo is responsive and that makes is great for street driving and track driving where you need transient response such as autox and tight road courses.So basically another IS38+ option, with increased reliability and a bit more power.
TPC20 $1699, EQT Vortex $1799. Current price on their websites.This sounds about right. The Pmax stg1 spools around 2800 rpm to full boost in 4th, the TPC20 around 3200, Vortex around 3300-3350. Price tuned for a drop in including actuator is around 1800 for PMAX, 2200 TPC20 and 2600 Vortex. It's great to have choice.

On our dyno we got 360whp on pump gas. But our Mustang dyno reads low. About 14% below a dynojet. So on a DJ it would be around 410whp.Is 400whp realistic on Pump 93? Or needs E to get there?
