Will having a Stage 2 tune and having a down pipe cause you to fail state emissions? Your thoughts and experiences please.

I have only lived in PA for a couple years now, but from what I understand the emissions requirements say that you must pass 6 of the 7 readiness monitors and have zero codes. Aftermarket stage 2 tunes turn off the rear o2 which reads how efficiently the cat is working, so it will never show "ready" in the monitor system and won't throw a code this way. But as long as everything else passes and shows up as ready, you should be fine. Also, the catted downpipe should pass the visual inspection too... but they normally don't test this.
