Kinda funny that someone named a project management philosophy "Scrum" ... when a scrum involves the front 3 guys butting heads with 3 other guys, and the other 10 guys in a scrum are sticking their heads between each other's asses.

Mainly because most companies that implement it either only implement it in some teams which doesn't work great, or basically insist on still doing waterfall but calling it agile and hamstringing it because the word agile impresses the higher-ups.
We're SAFe Agile where I work and it's pretty ridic. It also fits poorly with UX design work.
