Coolant level info. in handbook

I just noticed my cold level is about 3mm below "low".
My Hot level is a little lower at 5mm.
MY handbook states that the hot level may be above the Max i.e. meaning it rises. Is the book wrong?
The gauge says the temperature is normal.

hot or running and warm? it'll suck some down when it first starts pumping. i would not worry about the hot level at all. set it when cold and forget.

What the handbook did not say: If the overflow cap is sealing and the coolant is hot, positive pressure in the bottle pushes the level DOWN.
BUT, if the coolant is hot and the overflow cap is loosened (carefully), the level rises.
