Can I pass NJ Inspection?

This is actually on my sons 2009 Jetta Wolfsburg. He got a code P0491 for secondary air injection insuficiente flow. I cleared the code and drove it 10 miles and OBDeleven is showing me the attached photos on readiness. Do they all have to show completed successfully?

Looks like no. I know you can have 2 not ready and still pass, but most places will fail you regardless. I can’t recall which have to be completed no matter what.

So drove an extra 30 miles and only one more is ready. So now only those two in the photo are not ready.

It looks like it could be the secondary air combi pump. I am taking it to Tri State Euros tomorrow.
It’s a pretty common failure. I had a V10 S8 I was working on that would pass everything but AIR test. Turns out the air was fed directly into the head and the head port was clogged. So make sure you don’t have a restriction either.

So it appears a missing fuse was the problem. We just picked the car up used and it looks like the fuse was removed. Tri-State put in a fuse and so far so good. Go figure.
Do you happen to know which fuse? I'm trying to get rid of the light before i trade the car in. Not sure if fuse, relay, or air sensor. Hopefully not the pump or combi valve.
