As for the line down the middle, not sure what that is but I have seen lots of the same tires with that line. It has normal wear indicators. They really don’t look dry in the person though. But I am not mounting them. I posted them on Facebook marketplace for $200 disclosing the dates of the tires.

Was gonna pile on with more of the same, but no need it appears :)

Hate that it's a $200 lesson, but you're doing the right thing.

I’ve been learning a lot of lessons lately including I can’t pin the ECU for my Cobb flex kit, having to order another harness from Cobb. Doh.

Those look fine, I'd run them. Only time I'd be concerned about older dated tires if they aren't dryrotting is on track tires. Spirited driving on the street isn't going to get them hot enough to cause any issues.
I don't necessarily disagree with you, but if he plans on running these for say the next 3 years, now they're 10-year-old tires and what do they look like at year 8, 9, 10, etc. If you're starting off with a 7-year-old tire, it's a little dicey for future use. If you're going to just burn them on the track this year or next, it might be okay.

I mean, those tires don't belong anywhere near a track to begin with...but for street I'd run them for a year or two and get the money's worth from them.
