Birthday present for sister's 21st birthday - help pls

I have to get my sister a present for her 21st birthday. What do you guys/gals think of this? She LOVES cats...obsessed with them.

My mom was saying that this piece of jewelery is extremely tiny and not worth it. And that it's "for a kid." According to the measurements it's not even an inch, and it's very thin.

My mom suggested Ani and Alex bracelets...but they seem very fad-like. They're like $30 a piece. They don't seem special for a 21st birthday.

I'm looking to spend $100 or a little more than that.

Any other suggestions guys/gals?
