17 GTI. Emergency brake won’t go back into place?

My neighborhood mechanic cannot figure it out, says it’s not the cable. With the lever released, there’s about an inch of free play from the normal bottom position and it very easily trips the e brake light with a little upward flip of my finger.
Any idea how to fix this?

How does he know that it's not the cable? Did he pull the rear wheels and brake rotors and observe the brake shoe action?

Probably the connection under the center console.
