VAQ service was easy when I changed my clutch. I pulled a little to hard on the VAQ removing it and it popped open, spilling the fluid everywhere.

It looks like a protector for the hydraulic crimp fitting that is underneath. Most hoses I have worked with don't have one of these, you would probably be safe not worrying about it. If it does bother you, great excuse to upgrade to stainless flex lines.
