Apparently yes, obviously you have to obtain all the hardware and it's a seat out job. I copied this from a thread (probably on Vortex) for future use:

"So some NAR cars and most ROW cars come with an under seat drawer for storing small stuff. It's only applicable to manually or partially electrically adjusted seats. Fully electrically adjustable seats like our driver seats won't allow for the installation. The Mk5 and Mk6 crowd used to retrofit these quite often and some suppliers carry kits. I haven't seen a kit for the Mk7 yet, so I just determined the parts needed and ordered. I did need to remove the seat for installation and in hindsight, the drawer is not terribly useful. I might actually remove it in favor of the OEM fire extinguisher solution.

Yeah, a kit would be a lot better and possibly cheaper.
