I work in an industrial area and there is a battery recycling plant down the road so there is a water truck (literally a truck with a huge tank of water that sprays from the front) that goes up and down the streets surrounding us.
On top of that, it is a very dirty/dusty area so I wash my car over the weekend and the second I turn down the road to head into my office BAM! dirty water spray all down the sides of my car.
It is never clean.

Looks like "eyelids" and some vinyl over the side markers. Probably wouldn't do this on my car, but does complete the look nicely.
