When is the best time to pick up a set of wheels and tires. Specifically looking to get a winter set. I see right now I can save $70 on Continental tires, but realistically I don't need my winter set until November at the earliest. Are there usually better sales around black Friday time?

Tire Rack has sales during the year on specific tires/wheels.
You could chat with them on line and ask about them.
Tell them the tire/wheels you are looking at.

Firestone also has sales thru the year.
Best way to find out is to call them direct or stop by local dealer.
Ask them what is the nest they can do.

If you don't need your winter set until November, I would say definitely wait until all of the Black Friday sales. Pretty much every vendor has a sale during that time.
