Correct. A Functional Enablement Code needs to be installed via ODIS by the dealer. That is how VW parcels out features. For example, in some countries there is an additional charge for CarPlay. VW has to activate the feature and they charge you for the activation code. It is not simply a switch connected to BCM and vagcom changes.

This is the FeC I had installed for VW Car Connect Activation Code to get CarPlay after I did a MIB1 to MIB2 swap.

The activation document comes with a specific activation code, activation number and PIN code. When installed it is married up to your VIN and is a one use item. In my DIY I list all the FeC I know of and there VW part number, added below.

The reason I have is when I activated Car Connect I lost my drivers mode. I purchased thinking that I required to reactivate. However I did not as my car originally came with the driving mode FeC installed so I just needed to reactivate. Your VIN has all the appropriate FeC that came with your car in the VW database. All FeC are in your infortainment unit, so if your infotainment unit breaks they can reinstall for the FeC you have associated with your VIN. You can add new features by buying the activation code from VW.

I spoke to my local dealer in Ireland...he told me that I can't retrofit the driver mode button because he needs to change a module to do it.
Can this be true??

Golfdave did a retrofit of ESC. ESC does not need to be activated through a FeC which is why it could be done without purchasing the activation software from VW.
