I've had success using a toothbrush with a microfiber cloth wrapped around the bristle end. Essentially brush the window. Its not perfect but its gets most of the window clean.

People are amazed I found a guy that tints that window without removing it. The guy wouldn't show me how or what he used either because he knew he had something special. Ha.
I blow out the area with a blowgun to get the dust out, but haven't found a way to contact the entire glass so rather then only partially clean it or smug it up, I just avoid touching it aside from compressed air.
