Those budget builds need some tuning. I've seen trucks with that setup and they should be MUCH quicker than that.

The white one was NA and he hung with the 88mm turbo one. That turbo is just retarded big for that engine. It takes forever to spool.

I think you're underestimating how fast his car is. That truck is probably making around low 500s to the wheels if I had to guess and weighs a lot more. Not to mention the fact that it's a giant brick when it comes to aerodynamics.
for some reason i love smacking trucks. where im from, they are abundant and drive like theyre hot shit. had one a new f150 try to speed up to block me from merging in from an ending lane, had to dust and to make him learn. was stock at the time.
