If not much snow why run a snow tire and 16" wheel.
Stay OE size and use an Ultra High Performance All Season tire.
I just ordered Bridgestone's new RE980 tire. Have not mounted so no hands on experience.

It's not the snow. It is the temperature that needs to be considered. If temp goes below 40, summer tires become a hard plastic, all seasons start losing performance, and winter tires start shining.

I have 215/55/16 pirelli sotozero 3(not to be confused with the sotozero serie 3 or whatever)
Stock tune

I run summers that I can barelyget to spin if I'm really tryinf (Firestone Indy 500)

These are less width and I can definitely get them to lose it in 1st but it's only if I'm really WOT in 1st like a dick. They're performance winter's. They're definitely doing what I want them to do which is: be performance tires in the winter.
