Helix headlights not manually adjusting properly

I received the headlights and got them installed and the HIDs are working properly. However after installing, the headlight beam is very high and is definitely blinding to oncoming drivers. I manually adjusted the driver headlight fine, but when trying to adjust the passenger headlight, the rubber piece that I turn to adjust the headlight will not allow me to lower the beam. It clicks as I turn it. Any ideas?

You have reached the limit of the adjustment. You'll need to realign the entire housing down in order to lower the beam placement. The unit sits on these little spacers than can be adjusted up and down to align with body contours. You may need to compromise between fit and function a bit to get it right.

I've adjusted the spacers and it did not help. I'm confused as to why one side lets me lower the beam and the other one doesn't
